Almost every day a small town local paper goes out of business because the above model just isn't working anymore. Businesses don't support it, younger demographics just don't subscribe to it, and major newspapers are scrambling to alter their way of doing business by making their papers available online. But small towns aren't covered by major papers because, well, they're small. Big papers rely on the "If it bleeds, it leads" mentality. Small town news is different.
